It seemed like to_xxx might need it to call the properties toString and valueOf in objects. It surprised me when using a blank environment for doing these led to the unexpected successes. (They still get called, as they should, but they use their own environment.)
I've been working for the last couple of weeks on eliminating as_environment entirely. I'm not going through and manually integrating/testing these changes.
