As a side note, in some european countries, reverse-engineering cannot 
be forbidden. Though I don't think reverse-engineering the Flash
player is used to develop gnash ;-)

Reading this list, it iseems to be how gnash developpers do. Also lot
of code comes from gameswf.

In some countries it is known that the license covering the official flash
documentation is not legal, so people from these countries may use
this documentation.
