It's hard to say since details in your email are sketchy. You'd start by finding out where qxembed.h exists on your system. Then you'd investigate the relevant M4 script in gnash/macros to figure out why it's not automatically detected (and why the include path is not used during compilation). When you've found the problem it should be fairly easy to fix the script.
