The BBC opens up various of its internally developed software for public use.
They've built at least one Flash component and released it under the GPL:

  A set of interface components written in Macromedia Flash. Compatible
  with Player versions 6, 7 and 8. The set allows rapid application
  development and can be formatted using external style and content xml
  files.

I tried all four on a recent CVS build.  None succeeds.  They seem to
get hung up thinking they're still loading.  The third one (vote2005)
shows a nice map of England, rolls up to 100% loading, then goes back
to 1% and starts flashing the whole graphic about once a second.
