The BBC opens up various of its internally developed software for public use. They've built at least one Flash component and released it under the GPL:

Compatible with Player versions 6, 7 and 8. The set allows rapid application development and can be formatted using external style and content xml files. None succeeds. They seem to get hung up thinking they're still loading. The third one (vote2005) shows a nice map of England, rolls up to 100% loading, then goes back to 1% and starts flashing the whole graphic about once a second.
