No.  Things that would ordinarily require a root password now require
sudo (which only requires the user password).  Try man sudo_root.  You
can of course still unlock the root account, but it isn't recommended (I
still did it).

I don't know the format of the password file, but I assume it does not
allow for no password.  Also, keep in mind the hash of "" is not "".
