I think there are many developers in Mexico and Latin America who are interested on free software development, I am one of them, by the way. However many of us don't have too much free time to develop these kind of software, well, perphaps the meaning of not having too much time is a matter of controversial discussion. Anyway, the regular mexican developer works for a company which is using propertary frameworks, tools, IDEs, DBMSs, programming languages, file formats, operating systems, etcetera.
Tha'ts one of the main reasons Mono and JDK have originated that several developers got their eyes enligthed when they are said it's posible to use, in an apparently free way, techonolgies very similar to .NET and Java, which are used and pretty well known by them at work. The problem with this techonolgies, say JDK and Mono, comes when patents are taken in consideration. Richard Stallman has advised us about Mono, and we should avoid its use. The interesting thing for me, comes when we recall that DOT GNU, another free implementation of .NET, was in the list of main projects of Free Software Foundation, was this and FSF mistake? Another problem I consider free software developers may have is the use of free IDEs; there are several of them, but an major effort in adding functionality to them would be great, because by using better IDEs, developers gain time and increase their productivity. And this is when the meaning of cooperation and community comes up. As a consequence of these needs we have, I think developers should start by learning languages, avoiding the ones with patents problems, which make us help generate good compilers, IDEs, text editors, linkers, desktop enviroments, drivers... I know this comments are not answering initial questions, however my aim was just to spread some of my ideas.
