  What have you changed since you last successfully booted the machine?

  I'd strongly recommend against upgrading from RHL 7.x to RHL 9 in that
case.  RHL 8.0 switched to Apache 2.x, which was a major upgrade, and broke
a *lot* of stuff.  From what I've read, fixing things generally doesn't need
a major overhaul, but rather a lot of small changes, but that is still
something you do not want to do on a production machine.

  What makes you think installing RHL 9 would solve the problem, anyway?
