I've worked with phpWebSite a little, and have been satisfied with it; it has a nice calendar component, useful with this sort of a site. http://phpwebsite.appstate.edu If you can stand to go with a Perl-based solution, YaBB is one that I particularly like. Also, members may be assigned to groups, and sections can be made visible only to certain groups.
