That is a key point! A FLOSS "screen reader" doesn't actually have to read the screen. It can read the document data directly if it's something "open" like XML with text data. (Stuffing binary into XML as MS does is generally considered a bad idea.)

If the technical aspects of that issue can effectively be hammered home so that even a legislator can understand it (Good luck, there!), then that's another strong advantage in favor of XML and open standards!
