Absolutely.  It sounds as if they are not hostile to considering 
Linux.  Unless they are being less than honest which is always 
possible.  I think what needs to happen is they are presented Linux 
options whenever it makes sense and eventually they will see the need 
to look at it more closely.  I don't know how the court system is 
going, but I have always felt they were planning on dumping a ton on 
an NT WAN when Linux could be used for some components at a 
substantial savings in TOC.

That being said, while governments could benefit greatly from open 
source, it appears they are adopting less quickly than industry.
