As soon as I inventory the extra stuff I have lying around, I'll either
make the list on the Wiki or add to it if someone else has.  We can
always move it later if the Wiki isn't doing it for us.

Probably someone who has access to the equipment on a semi-regular
basis, so that upgrades can be put into place reasonably quickly.  In
that same line of thought...

I was involved with another group a very long time ago (BBS) that wasn't
a legal entity where the items that were donated were donated under an
agreement that you weren't donating them to the group, you were strictly
donating them to the person who dealt with hardware/upgrades for that
person to use however they felt like.  It seemed to work pretty well and
there was no bickering over "I donated that piece of equipment to
improve X, not improve Y!"... I believe they had that problem and then
created that policy afterwards.  Seems like a good thing to put in place
to begin with.
