  Uhhh.... Explicit Congestion Notification, I think.  It's an experimental
feature of IPv4 which attempts to propagate information about network
congestion back to senders, so they don't just keep retrying and clogging
the network up worse.  It is implemented as an "option" in the IP headers,
which should make it completely transparent to systems which don't know
about it.  However, there are a great many non-compliant systems out there
which seem to choke on it.

  Anyhows, "cat /proc/sys/net/ipv4/tcp_ecn" to see if it is on.  If it is,
"echo 0 >" to said file and see if that helps.
