  Yah.  They're prolly using a "transparent" or "intercept" proxy.  
Basically, it sits between you and the Internet, and intercepts anything
that looks like HTTP, and tries to cache it without the browser knowing.

  Sometimes telling your browser to always check the original page to see if
it has changed will work around caching problems.

  Can you do something like use SSH to forward the HTTP connection out to an
outside link, and then to GNHLUG, to see if that fixes things?
