I'm of the mind that, unless the sender explicitly states otherwise in the message, you should always reply to the list. This will enforce open governance of the group and keep ideas on the high-ground rather than letting them fall down the slippery slope of closed governance.
I can understand the desire to "float" an idea among friends and like-minded individuals, but at some point, it needs to be raised to the -org group. Friends don't let friends close the group. And "almost the entire" group is more than "a few friends and like-minded individuals".
