Save yourself  a lot of time and fooling around with
downloading etc., get a copy of Perl For Dummies book
at Barnes and Nobles for $19.95.
It has a CdRom with Perl 5, which will load on a Win 95/98 box.
Works fine, lasts long time.
Get you up and running Perl in 5 Minutes.
Book is an easy read with real examples to get some of the flavor
of Perl. I prefer to call it "learning by doing", a good way to learn
a new language.
Of course if you get your jollies out of
1.) sitting in front of a machine and waiting on a long download  or
2.) don't have $19.95
3.) want to tell great war stories

then you also have the option of downloading Perl from:
http://www.activestate.com/ActivePerl/download.htm
and other sources (for free) ...

Learning Perl on a Windows box may be an expedient for you
where you can have lots of fun, and start to appreciate
the tremendous power in the language.
Then you can dazzle you friends with fun sayings
like: Oh, I am doing some "regex" work right now!
