Matt,

I saw this type of thing happen quite often under 5.1/5.2 (it may still be a 
problem with 6.0/6.1 too, but I haven't played with it).

Usually what I saw was that you had to stop all nfs, then stop anything 
related to portmap/rpc stuff, then start them all back up in the proper order.
That usually fixed it for me.  I'm not sure what the problem was, but the 
"Address still in use" thing was a portmap error I believe.

When in doubt, reboot :)
