It was Sun's "baby".  The problem was that it is so cumbersome, and so tough 
to deal with, no one wanted to use it.  Additionallly, no one within Sun even 
uses it, except the group that developed it.  They didn't want to use it at 
first, but were then told, "You will use it.  You see how bad it is.  You will 
fix it!"

Well, that one group is still fixing it :)  No one else within Sun is using it 
at all to my knowledge.
