I think that if you position the information such that it will help Andover 
businesses, they'd be likely to throw it in.  The Andover Townsman is a *very* 
small paper that comes out once a week.  They really just stick to Andover 
related issues, since the Lawrence Eagle Tribune covers the rest of the 
surrounding towns.  Most of their money comes from advertising by Andover 
businesses, so if they were to have something advertising a non-Andover 
related event, they may feel a conflict of interest if there's also an event 
in Andover on the same day.

So, though it sounds a little strange, I can kind of see their point, and 
wouldn't be surprised if other small/town only newspapers had similar concerns.
