  Someone else already posted an answer on how to do this in X, which is fine,
but there are other answers... FYI:

  I just set "Typematic Keyboard Programming" to "Enabled" in my BIOS, and set
the "Repeat Rate" to 30 char/sec.  There is a "Delay" setting as well.  Your
BIOS may or may not have these items.

  There is a "kbdrate" program for the Linux console as well.
