That's the whole joke. The problem is a product architectural issue -
it's misdesigned as it stands (or as it ships and is installed by
default). Therefore the problem should be laid in the lap of Microsoft's
Chief Architect. Two guesses (and it ain't Dave Cutler or Gordon Bell!!)...
