Could be a couple of things, I guess.  Do you happen to have this
problem with any other OS?

Could you perform a "clean-room" run of this proceedure and capture
the tcpdump output (i.e. could you just capture the data associated
with FTP's multiple connections, please)?  Yes, this would result in a
large file, but it would be a useful diagnostic.

You might not want to send this output to the whole list.  Also,
please make sure that you don't send out any confidential password
data.

Also, who is the manufacturer of the NAT box?
