This NH law allows digital signatures to "have the same force and effect as the use of a manual signature....". The Commissioner of Administrative Services was to have adopted rules to implement this chapter. One of the original ideas was to have the state act as a CA (Certificate Authority). The law as passed does not include this, although a subsequent idea was to have the state certify CAs, the same as Notary publics. According to Administrative rules, Admin.
