There is also the New Hampshire digital Signatures act,
RSA 294-D. This NH law allows digital signatures
to "have the same force and effect as the use of a manual
signature....". The Commissioner of Administrative Services
was to have adopted rules to implement this chapter.
One of the original ideas was to have the state act as a
CA (Certificate Authority). The law as passed does not
include this, although a subsequent idea was to have the
state certify CAs, the same as Notary publics.
According to Administrative rules, Admin. Serv. has
not even started the process. The law was effective in
August of 1997. The phone number for NH Commissioner
