AFAIK, you cannot. "Bright Background" colors, in my experience, were
always accomplished by flipping a bit on the VGA controller which turned the
"Blinking" attribute into a "Bright Background" attribute. Also, some
versions of MS-Windows exhibit the same behavior when DOS programs are run in
a window (instead of full-screen), I assume because drawing the text flashes
in graphics would eat up too much CPU time. (First time I've seen MS care
'bout that. ;)
There may be some other way to do it, but I haven't seen or heard of it.
