You may not have this possibility in your computing environment, but I also
run debian and had the same exact problem in the past.  After investigating,
I found out that another computer on the network was using my same IP
address.  It was using it even though it wasn't supposed to.  So, I would be
using ssh or anything else, and all networking tools would suddenly freeze.
When I changed the IP on the other computer, my computer worked perfectly
after that.
