I work at UNH here in the InterOperability lab, where we have a
DOCSIS Consortium that tests CMs frequently. They recently gave a large
training lecture that I got to attend, and I gleaned at least a little bit
from it. First of all, all modems (even older ones, I believe) are
DOCSIS-compliant, as they all have to go through Cable Labs to get put out
in the field (and each company has to pay $50,000 each time they test
there). Also, it's not as cost-prohibitive as you might think to enable
the CMs to use the security features that are integrated into
DOCSIS. But, as someone else mentioned, the main obstacle is that it
might entail problems that they don't want to have to deal with in
users. Heck, their outages alone cause enough support calls...
