I'm writing web front ends to some admin utilities, which obviously need
to run as root.  I was looking at suexec for this, but it apparently
doesn't let you do this.  

  Yes, I am well aware of the potential security issues of doing this, and
yes, we'll take steps to make sure the system is locked down as much as
possible, and yes, this is an internal system which only the admin group
has access to, and yes, it will be password protected.

  Now can someone tell me how I can do what I need WITHOUT letting the
server run as root?
