Nice thought, but the reality of it is the user community often pressures
the sysadmin team into doing things they know to be stupid, like setting
things up with insecure permissions, etc.  Often even though the admins
know what they're doing, ultimately they still work for the users and
often the users can insist upon doing something dumb.

Doing something dumb is always *initially* cheaper.  And hey, if you DO
muck it up, it's the sysadmins that have to clean up the mess, so who
cares?
