I would have to agree that this is a bit steep. Most registrars, such as
DomainDiscover, BuyDomains.com, etc. will provide primary DNS for free
if you want them to, as long as you are registered through them.

Well, I don't think that it is stupid at all. But that could be because
I provide my own primary DNS, and I hate to think of myself as stupid
;-) I run my domain off of a cable modem (ssshhhhh...... don't anyone
tell AT&T/Mediaone ;-). The caveat there is that the IP address could
change, and then you have to update the DNS IP address. So you really
should have a secondary DNS server somewhere.
