I'm guessing, but how about "KDE background window manager"?
Try "man kbgndwm".
Try querying your package manager to find out what owns it. On RPM-based
systems, use "rpm -qf $(which kbgndwm)". On dpkg-based systems, use "dpkg -S
$(which kbgndwm)" (I think).
Try a net search.
