My original degree is Aerospace Engineering. I know for everything except the
software (and maybe computer HW), to call yourself an "Engineer" (capital E),
as opposed to an "engineer" (little e), you had to take and pass the PE exam
(2 parts, each 8 hours. One covered ethics [insert snide comment here], one
covered your engineering career field). You also had to work for four years
in the field under a PE, who certified that he had overseen your work.
Penalties for calling yourself an "Engineer" without the above were severe
fines. Of course, an "Engineer" who signed a work (which is required for a
lot of stuff - every commercial plane flying has it's design signed before FAA
approval), you could be held liable for errors. Which really incentivized the
PE's to be certain it was correct.

Slight correction here - Judge Penfield Jackson, in his Finding of Fact,
declared Microsoft a monopoly. And yes, the law is different, but the most
important thing is it's in the Finding of Fact, not the Finding of Law (I
think that's what the second part is). From my understanding from various law
sites, a Finding of Fact is darn near impossible to overturn - and the Sherman
& Clayton acts make it clear that the rules change drasticly when you're a
monopoly!
