It's also in the kernel tree itself (under Documentation/CHANGES,
I think, but someone who has immediate access to one can correct me).

Note that although there are RPMs for some of the components (for
those that use RPM-based distributions - I know Ferenc uses Debian),
there are none for certain others - you must compile and build
your own, or wait until your particular distribution vendor does
it for you. (IIRC, that would be util-linux). The modutils has been
updated even since they introduced modutils-2.4.0; I think they're
up to 2.4.1 or maybe even later. The modutils is VERY important
for using modules in 2.4.0 - use of earlier modutils will present
inconveniences in the best case; a lot of stuff changed at the
last minute.
