While I respect your ability to type in all capitals, the fact of the matter
is, when you are running Linux, CPU temperature drops when the system is idle.
I have a temperature probe on my CPU. If I move from an idle system to
running compute intensive tasks, I see an immediate temperature increase of
ten degrees or more. If I stop the compute task, it immediately starts
dropping. Case ambient air temperature does not change significantly.
Try it yourself if you do not believe me.
