UPS developed systems like this for their own tracking needs. I believe
that they opened the source to their bar-coding system because they
wanted everyone to adopt it as a standard, not only in the shipping
industry, but also in the technology fields as well. You might want to
poke around UPS's website and see if anything is mentioned.
