Here's an idea for static content and for some types of dynamic
content: a mechanical system, some sort of juke box, that mechanically
removes the hard disk from a web server and plugs in a "fresh" one and
reboots it. It does this every few minutes, say. It takes the "stale"
HD, reformats and recopies everything on to it, possibly doing a diff
with the "fresh" data beforehand and notifying some admin if there are
differences (e.g. Subject: FYI: webserver #N hacked at `date`). The cost
of this jukebox is $995.00, rotates 4 10GB HD's, is powered by Linux,
and saves your admin *so* much time reinstalling after hacks.

Just in case: the above is meant as a joke; I know it won't work, please
don't bother explaining ;-)
