  Depends.  This can be set in the BIOS, at the Linux text console (using the
kbdrate(8) command), within the base X server environment (in the
XF86Config(5) file), or in the various GUI desktops (in their respective
"Control Panel" programs).  I imagine many distributions have their own way of
configuring this in their own setup tools as well.
