I suggest you check out http://www.horde.org/imp/ . It's a web-based
mail system that is written in PHP, so it's really easy to customize.
If your users are going to be accessing this from the internet, I
recommend running Apache-SSL and using at least two-factor
authentication (if not three-factor).
