WRT: extra process from using 'env'.

        I may be looking at old documentation, but I see nothing about
an extra process in the man or info page.  I would not expect env to
need to fork.  What it does cost is an extra exec, which is an
overhead for the cgi scenario that Ray worries about.  (It would need
the exec even if it did fork.)  I don't have the sources handy.  Does
your documentation say that it forks?
