I'm running Debian 2.2 (mostly), but have compiled my own kernel from
2.4.2 sources.

I just configured it in (CONFIG_8139TOO=y) instead of working with the
module. 

I didn't see any useful numbers on the chips.  I think I identified it
correctly, though.  

/proc/pci reports:
  Bus  0, device  16, function  0:
    Ethernet controller: Realtek Semiconductor Co., Ltd. RTL-8139 (rev 16).
      IRQ 11.
      Master Capable.  Latency=64.  Min Gnt=32.Max Lat=64.
      I/O at 0x1000 [0x10ff].
      Non-prefetchable 32 bit memory at 0xf0001000 [0xf00010ff].

The boot messages include:
  eth0: RealTek RTL8139 Fast Ethernet at 0xc4800000, 00:50:ba:48:13:d8, IRQ 11
  eth0:  Identified 8139 chip type 'RTL-8139B'

I did go ahead and install proftpd on one of these machines, and got
somewhat faster transfers:
  9359360 bytes received in 2.64 secs (3461.5 kB/s)
  9359360 bytes sent in 1.45 secs (6299.1 kB/s)

I guess ssh was slowing things down.  scp is quite a bit slower:
