  Backup you RPM database before trying this, Just In Case(TM).

  Boot the Red Hat install CD in rescue mode.  Mount your root filesystem on
/mnt/target.  Mount any additional filesystems needed to create the path to
/mnt/target/var/lib/rpm.  Use rpm with "--root /mnt/target" to install the
version of RPM that came with RHL 7.0.

  If that still doesn't work, your RPM database is badly damaged.  Restore it
from your most recent backup.
