That makes it a bit more challenging. Office 2000 is purportedly a XML format - I have not confirmed this. If it is, parsing the PDF and running it through a XSLT might work. (This is purely off-the-cuff and may well be a cruddy approach.) Alternatively, if one of my other approaches would work, perhaps Word could create a merge file to be fed into another program to fill in the form. A bit clunky, by perhaps acceptable. I would be concerned about someone editting the form in Word and changing the format to the point it would no longer be an acceptable Federal form. Some are incredibly picky about formatting.
