What group owns /dev/modem?  Are you a member of this group?  Is
/dev/modem group writable?

(you'll probably have to start a new shell after you add yourself to
this group in order for things to take effect properly)

Sounds like another permission problem.  What is the output of 
`ls -l /dev/lp0` ?

When you type `groups`, what do you see?
