Yes, this is what the new firewall distrib of Suse does. You have two CDs. One
CD is for booting, the other one is used for configuring it. The configuration
is written to a floppy disk, and when you are done with the configuration, you
can make the floppy write-protected. So the box boots up from CD #1, and
reads the customized config from the floppy. If I remember correctly, the price
of this solution was ~600 $.
