  I do not know for a fact, but I will bet a nickel it is done in "prefs.js"
in your profile directory.  Everything else is done there.  You can just
about write a new web browser from there.

  You might want to check out Opera, which does this by default.  (In fact,
I think it only supports this way of doing things.)
