Two suggestions.  First, for most routine word processing tasks AbiWord will do the 
job.
It is available for Linux and Win? and it is open soucrce/free.  I use it a great deal 
for most ordinary tasks.  Second, for those rare times someone is going to a library 
and doing complex work requiring a "full featured" office suite, then Star Ofice/Open 
Office will do the job well and it too is free and available on Linux and Win?  I have 
not used KOffice so I cannot comment.  It is not available for Windows.  With the 
other two, the users would likely not notice the change from Windows to Linux all that 
much.

For browsing, and e-mail.  using Mozilla will cure some of the problems as would 
Konquerer.

Not sure where you are located, but would like to help on the project.
BTW, my experience is you can dual boot with LILO easily between W2K and Linux.
