This isn't an answer to make things happen "quickly", but a well written complaint to the NH Public Utility Commision by as many people as possible, that have been explicitely turned down by Verizon as not being loop qualified, will probably help. There is currently at least two dockets open in the PUC that this would act as fuel for, and the commisioners would probably like to hear from you.
