One more tidbit: - the man page for  stat(2) states that the atime (access time)
is  set by the truncate system call and implies that the mtime (modification time) is 
not.

This doesn't make sense to me since a file truncation is definitely a modification,
not just an access.

Could be that the man page is wrong but if it isn't then you need both
atime and mtime, ( their struct names ), to determine when files have changed.

If this is true then turning off access time may not be a good idea if anything
truly needs to know when a file was last modified in any way.
