   It would appear that there is a "System Management Mode" driver for 
Dell laptops in the Linux kernel.  The 3800 is listed as supported, but I 
see no mention of setting CPU speed.  You might want to investigate the 
"CONFIG_I8K" kernel option and this link:

   Try to find a Dell specific mailing list and ask there.  That's how I 
find new toys for my Toshiba laptop. (on a Toshiba specific list, of 
course)
