As I alluded to in my last post, this type of utility exists for
Toshibas running Linux. However, it was definately not built with data
supplied by Intel...or at least not willingly.

* engineering the software supplied by Toshiba for their portable computers in

* protection of computer programs, and it's implementation into English Law by
* the Copyright (Computer Programs) Regulations 1992 (S.I. 1992 No.3233).
The net effect is that I CAN flip the high/low speed switch on my
laptop from Linux, and it will auto-adjust when I go on or off AC. Some
of the same people that made this happen have contributed to the i8k
(Dell) driver, so there might be hope.
