I have not tried to customize changelog-mode, but I have felt the need
for a related feature: Sometimes I'd like new entries to be inserted
after the first line. (Some of you will understand where I'm coming
from if I say the first line would contain something like
"UNCLASSIFIED".) One way to implement both features would be to
invent a special code that signifies "insert below here" (for my case)
and another code for "insert above here" (for your case).
