I've never heard of a CPU working when it wasn't seated right, but who knows, me not hearing about it means nothin! I'm not really sure how the /proc filesystem changes when you put a SMP kernel on the box vs. a non-SMP kernel. I wonder if it's working, just not reporting correctly in /proc?
